Information about preparation of holding of 43rd Annual Meeting of Board of Governors of Asian Development Bank that will be held in Tashkent in 2010

Taking into account a role and place of Uzbekistan in international society, on regular meeting of Board of Governors of Asian Development Bank (ADB) in May, 2009, in Bali, Indonesia was made a unanimous decision about holding of 43rd Annual meeting of Board of Governors in Tashkent in May, 2010.

Upcoming holding of Annual meeting in Tashkent will be first in region of Central Asia and Caucasia.

In this connection jointly with ADB was submitted a program of measures of preparation and holding of Annual meeting of Board of Governors of ADB in Tashkent in period from 3rd till 4th of May, 2010.

In accordance with Decision of President of the Republic of Uzbekistan № PD-1149 «About preparation and holding of Annual meeting of Board of Governors of Asian Development Bank», with a view of assurance of preparation and holding of Annual meeting in Tashkent on high organizational level were approved compositions of Organizational committee and working groups on realization of measures of preparation and holding of Annual meeting of ADB according to standards of appropriate international forums.

Asian development bank, established in 1965, is a multilateral development bank, including 67 member-countries, including from Asia, Asia-Pacific region and 19 industrial developed states. Core activities of ADB is financing of development projects, development of regional collaboration, rending of technical assistance.

Republic of Uzbekistan became a member of ADB in 1995. Collaboration between Republic of Uzbekistan and ADB is directed on realization of joint programs and projects in sphere of agriculture, development of private enterprise, water control and basic education.

Collaboration between «Asaka» bank (JSC) and Asian Development Bank (Loan № 1799 — UZB dated on 9th of March, 2001)

In pursuance of Resolution of Cabinet of Ministry of the Republic of Uzbekistan № 186 dd. April 30, 1998 «About measures of development of collaboration with Asian Development Bank», «Asaka» bank establish cooperation with Asian Development Bank. In particular in March 9, 2001 was signed a Loan Agreement between three banks of Uzbekistan (NBU FEA, «Asaka» bank and «Pakhta» bank) to the total amount of 50 mln. US Dollars for financing of small business and private enterprise projects in Republic of Uzbekistan. Share of «Asaka» bank is 15 mln. US Dollars. Within the framework of this Agreement were financed 8 projects to the total amount of 14.8 mln. US Dollars. Due to projects financed under ADB line were created 489 work places.

Loan № 1963 - UZB dated on 25th of September, 2003 project «Development of small and microfinance»

According to Resolution of Cabinet of Ministry of the Republic of Uzbekistan № 348 dd. August 11th, 2003 was approved a project on realization of project «Development of small and microfinance» with participation of credit line of ADB to the amount of 20 mln. US Dollars with maturity date of 20 years, including 5 years of grace period.

Within the frames of abovementioned loan were signed following documents:

  • Loan agreement № 1963-UZB dated September 25th, 2003 between Government of the Republic of Uzbekistan and ADB;
  • Loan up Agreement dd. June 6th, 2004 signed between Government of the Republic of Uzbekistan and «Asaka» bank (JSC), and also addendums № 1 and № 2 to this agreement.

«Asaka» bank (JSC), «Pakhta» bank and «Ipak Yuli» bank are executive agents of part «С» (credit line to commercial banks) of above mentioned Loan Agreement.

Credit line of ADB was refinanced and allocated by Ministry of Finance of the Republic of Uzbekistan and amount of loan allocated to «Asaka» bank compound 6.5 mln. US Dollars.

Interest rate for utilization of Credit line of ADB fixed at the rate of weight-average interbank interest rate on six months deposits in Uzbek soums (UZIBOR) + 0,2% margin of Ministry of Finance of the Republic of Uzbekistan + margin of Head office of «Asaka» bank (JSC).

Direction of credit line utilization — granting of credits for development of small business and private enterprises.
